December 9, 2000

Dear Friend,

A few months ago the Fregiato for Judge Committee received a contribution from you for Frank's re-election campaign. In order to be prepared to run a strong and effective campaign, it was necessary for the committee to solicit contributions and to make expenditures early in the year.

However, the deadline for someone to file and run against Frank has now passed. Frank is unopposed for this 2000 November election. Judge Fregiato's "Live Court" in our high schools, his hard work and dedication, his toughness and compassion will continue, unchallenged, for a full six year term. Your support and generosity has made this possible and we are truly grateful.

The campaign committee decided to return your entire contribution, once we found out Frank faced no opposition. After much research and phone conversations with the Secretary of State and the Judicial Board of Commissioners on Grievances and Discipline, the committee discovered that current campaign finance laws prohibit the refunding of contributions. Much to our disappointment we are unable to return your contribution. Therefore, the current funds in the "Fregiato for Judge" account will be used to help keep Judge Fregiato active and visible in the community and for future campaigns.

Once again, it is because or your generous support and your efforts that we are able to keep a good Judge on the bench in Belmont County.

Thank you very much.

Sincerely,

Cynthia L. Fregiato, Treasurer
